Gibbs Joins Howard Bank and Howard Bancorp Boards
Philip W. Gibbs, president of Hamel Builders in Elkridge, has joined the boards of directors of Howard Bancorp and Howard Bank.
A long-time industry and community leader, Gibbs will help guide the bank in its targeted growth strategy which now leverages physical presence in Howard County, where Gibbs’ business is also headquartered, as well as Anne Arundel County, where Gibbs lives with his family and provides leadership assistance to numerous not for profit entities.
Gibbs began his career as an assistant estimator with Harkins Commercial, Inc. By the time he left Harkins in 1985, he was field superintendent for rehabilitation projects and had a strong interest in the development of low and moderate income housing.
He joined an East Coast development company where he was responsible for the development activities of about $150 million HUD, FmHa, and conventionally financed multi-family units.
He left the company to join Henry Knott Development in Baltimore, where he headed the development of senior living communities
Gibbs joined Hamel in 1994 as a project manager and was promoted to vice president in July, 1996.
In 1998, he and company founder Ed Hamel incorporated Hamel Builders to include new and renovation construction in both the non-profit and for-profit building arenas.
As president, Gibbs oversees a full-service building firm with construction management, design-build and general contracting services. His role includes all contract negotiations, marketing and production.
Throughout his career, his goal has been to build communities that fill a need, providing well-designed affordable housing for individuals, families and seniors.

A graduate of East Carolina University with a Bachelor of Science Degree in Industrial Technology, Gibbs is a donor to Hospice of the Chesapeake and Lighthouse Shelter in Annapolis. He was recently recognized as Philanthropist of the Year by the Community Foundation of Anne Arundel.
He lives in Annapolis with his wife and three children. The couple is in the process of adopting a fourth child from the Philippines.
